Councilor Solomon thanked those who testified and asked that staff get Mr. Weinhard in contact with Richie <br />Weinman of the City’s Community Development Department. She said that the City did attempt to <br />maximize its dollars so low- and middle-income people could still live in Eugene. <br /> <br />Councilor Clark also thanked those who spoke for attending. He noted the absence of frequent speaker <br />“Drix” and said he was missed. <br /> <br />Mayor Piercy said that Drix held his “pit cleaning” and it was mentioned in the council newsletter that week. <br />There was a good turnout. <br /> <br /> <br />2. Mayor Piercy deemed them <br />approved without objection. Councilor Bettman pulled items B and C. <br /> <br />Councilor Clark pulled item D. <br /> <br />Roll call vote; the motion to adopt Item A passed unanimously, 7:0. <br /> <br />Speaking to Item B, Councilor Bettman asked that the Multi-Unit Property Tax Exemption (MUPTE) item <br />scheduled for June 9 be rescheduled as she had a conflict and could not be present at the meeting. She noted <br />that there were some items on the tentative working agenda scheduled for a public hearing without a work <br />session, including the Downtown Code Amendments and the Chapter 2 Planning Commission bylaws <br />amendments. Mayor Piercy indicated she would follow up. <br /> <br />Roll call vote; Item B passed unanimously, 8:0. <br /> <br />Speaking to Item C, Councilor Bettman said she intended to support the budget but wished to raise some <br />policy issues with financial implications. She referred to the 18 percent increase in collection charges <br />assessed by the Eugene Water & Electric Board (EWEB) and asked for information about billing costs for <br />wastewater and stormwater. Mr. Ruffier said that the cost was about $1 per bill. Councilor Bettman <br />thought that seemed like a lot. It did not appear the City had many options. She asked staff to secure <br />information to help her determine if that was a reasonable amount. Ms. Bettman also noted the lack of a cap <br />for the rates. She thought a cap was in order and noted the agreement was soon to be renegotiated. She <br />wanted the City to renegotiate that or to go out for a Request for Proposals.
