<br />ECC <br />UGENE ITY OUNCIL <br /> <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Police Auditor Evaluation Process <br /> <br /> <br />Meeting Date: June 25, 2008 Agenda Item Number: B <br />Department: Central Services Staff Contact: Alana Holmes <br />www.eugene-or.gov Contact Telephone Number: 682-5765 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is a work session to provide recommendations on the performance evaluation process of the Police <br />Auditor. <br /> <br /> <br />BACKGROUND <br /> <br />Cris Beamud was hired as the Police Auditor by the City Council on October 16, 2006. On March 10, <br />2008, the council requested that staff work on both an immediate evaluation process for Ms. Beamud, <br />and a more detailed evaluation for the following year. On April 9, 2008, the Police Auditor had her first <br />annual evaluation and corresponding merit increase based on an abbreviated process which included <br />feedback from both the Civilian Review Board (CRB) and the council. Since that time, staff has met <br />with the CRB and Ms. Beamud on two occasions to develop recommended criteria for the next annual <br />review of the Police Auditor. <br /> <br />Attached are two documents that reflect CRB recommendations. The first document would be used by <br />the council in their review of the Police Auditor, while the second would be used by the CRB. Both <br />documents provide criteria by which to measure the performance of the Police Auditor. <br /> <br />It was recommended that a self evaluation be provided for use in the next evaluation process. Some <br />council members had requested a process to allow for feedback from complainants. The CRB suggested <br />that during the intake process of a complaint, a short response card could be provided with a return <br />envelope for comments. This would allow complainants to respond anonymously, if preferred. <br /> <br /> <br />RELATED CITY POLICIES <br />City of Eugene Ordinance No. 20374 provides the framework for the reporting relationship between the <br />City Council and the Police Auditor including the role of the Civilian Review Board in the evaluation <br />process. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br /> <br />1.Review and adopt the recommended performance criteria for the Police Auditor <br /> <br />2.Create new and/or additional performance criteria for the Police Auditor. <br /> <br /> Z:\CMO\2008 Council Agendas\M080625\S080625B.doc <br />
