how much tax increment is on hand at the time of the calculation, which cannot be <br />estimated at this time. However, the State confirmed that this would not represent <br />additional money to be spent on education in 4J; rather, it would go through the <br />State school funding formula, and 4J would receive about 2.8% of the total on a one- <br />time basis. <br />In summary, 4J would experience an ongoing loss in its budget of about $340,000 annually <br />as a result of terminating tax increment collections in the Downtown District and a one- <br />time impact of less than 3% of any one-time funds provided to the State. The other school <br />districts that overlap with the Downtown District would experience similar impacts, <br />although the specific financial consequences are not calculated in this report. <br />Chapter 10: Relocation Report <br />A. Requirement <br />An analysis of the existing residences or businesses required to relocate permanently or <br />temporarily as a result of Agency actions under ORS 457.170. <br />Response <br />No specific relocation activity is identified in the Plan. If urban renewal assistance <br />results in relocation requirements, a relocation plan will be developed for that purpose. <br />Relocation activities and assistance would be provided in accordance with ORS 281.045 <br />through 281.105. <br />B. Requirement <br />A description of the methods to be used for the temporary or permanent relocation of <br />persons living in and businesses situated in, the Plan Area in accordance with ORS <br />281.045 through 281.105. <br />Response <br />No specific relocation activity to be initiated by the Agency is identified in the Plan. If <br />urban renewal assistance results in relocation requirements, a relocation plan will be <br />developed for that purpose. Relocation activities and assistance would be provided in <br />accordance with ORS 281.045 through 281.105. <br />C. Requirement <br />An enumeration, by cost range, of the existing housing units in the plan area to be <br />destroyed or altered and new units to be added. <br />Response <br />No specific existing housing units are proposed to be removed by actions of the Plan. <br />Report on the 2016 Amendment 23 <br />
