ORS 457.010(1)(a)(8) <br />Three properties in the district fit blight criteria (a)(B), these are properties 32, 37, and 45. These buildings are <br />unfit or unsafe to occupy based on faulty interior arrangement and exterior spacing. <br />ORS 457.010(1)(a)(C) <br />None of the properties in the District were determined to have structures that are unfit for their intended <br />purpose or unsafe to occupy due to overcrowding and a high density of population. <br />ORS 457.010(1)(a)(D) <br />None of the properties in the District were determined to have structures that are unfit or unsafe to occupy <br />based on inadequate provision for ventilation, light, sanitation, open spaces and recreation facilities. <br />ORS 457.010(1)(a)(E) <br />Five properties in the district were classified as unfit or unsafe to occupy based on obsolescence, deterioration, <br />dilapidation, mixed character orshifting of uses. These are properties 37, 50, 65, 67, and 79. <br />ORS 457.010(1)(b) <br />Nine properties in the district were classified blighted due to economic dislocation, deterioration or disuse of <br />property resulting from faulty planning. These are properties 17, 30, 37, 38, 45, 65, 67, 88 and 107. <br />ORS 457.010(1)(c) <br />Eight properties met the blight criteria due to the division or subdivision and sale of property or lots of irregular <br />form and shape and inadequate size or dimensions for property usefulness and development. These were <br />properties 56a, 56b, 60, 69, 80, 95, 103, and 104. Several of these properties are comprised of multiple taxlots <br />and it may be that some of these lots fit the criteria, but not all. Details are listed in property matrix, <br />Attachment 3. <br />ORS 457.010(1)(d) <br />None of the properties in the District are characterized by the existence of property or lot layouts in disregard of <br />contours, drainage or other physical characteristics of the terrain and surrounding conditions. <br />ORS 457.010(1)(e) <br />A total of 22 locations and/or properties in the district are blighted based on the criteria: the existence of <br />inadequate streets and other rights of way, open spaces and utilities. Of these, 19 are locations are in the street <br />or pedestrian rights -or -way with map identification numbers 109-127, and three are taxloted properties with <br />map identification numbers 30, 37 and 107. <br />Locations were classified as meeting this criteria if there were extensive breaks in the sidewalk resulting in an <br />uneven surface, large holes in the pavement, crosswalks with holes and uneven ramps, all of which contribute to <br />lack of accessibility. Extensive damage in road surfaces was also noted in the survey. <br />ORS 457.010(1)(f) <br />None of the properties in the District are characterized by the existence of property or lots or other areas that <br />are subject to inundation by water. <br />3 <br />
