APPEINDIX J <br /> <br />Summary of Local Incentives and Regula tory Flexibility for Enterprise Zone Firms <br /> <br />City of Eugene Business Development Fun~ <br /> <br />The Business Development Fund (BDF) is ~ local public financing program offered <br />through the City of Eugene to assist local ec )nomic development. The loan program is <br />designed to meet the needs of the communil y by making business loans for projects that <br />create new jobs. Since its establishment in ~ 984, the BDF has made loans totaling over <br />$12 million, resulting in over 1,400 new job created. <br /> <br />Lane Council of Governments Loan Progrm ts <br /> <br />Lane Council of Governments (LCOG) paclrages, administers, and services commercial <br />loans in Lane County. LCOG programs arc,, targeted towards sustaining economic <br />development and creating new jobs. LCOG helps business borrow from one of many <br />programs, including Small Business Admin.stration (SBA) and State of Oregon <br />programs. <br /> <br />Special Development Services <br /> <br />The City of Eugene's Building & Permit Se rvices offers Predevelopment Conferences <br />for projects that contain complex or multipl: issues in which a formal meeting with a <br />facilitator and minutes recorder would be b~..neficial. Meetings are facilitated by City <br />staff, and a written record is produced for th e applicant. Limited Consultations are also <br />offered for preliminary review of projects a~ id issues in a more informal setting. <br /> <br />The City's Building & Permit Services may also be able to issue Phased Building <br />Permits under which separate permits are i~'.sued for phased construction to increase the <br />time line flexibility for building permits on large projects. These phased permits enable <br />applicants to maintain construction schedul,:s while allowing the City adequate time for <br />plan review. <br /> <br /> <br />
