The extremely personal nature of the relationship between the <br /> animals and staff assure that animals will be carefully evaluated for the city' s needs. <br /> <br /> No Favoritism. Not applicable due to the lack of competitors and specialized <br /> contracting needs. <br /> <br /> Other Factors. This exemption was in the city's prior contracting code. <br /> <br />EC 2.1430(6)(e) - Contracts Subject to Award at Purchasing Agent's Discretion. (e) <br />Copyrighted and library materials. <br /> <br /> Alternate Award Process. Solicitation agent's discretion. <br /> <br /> Cost Savings and Other Benefits.
