United Front Proposals <br /> <br />Mr. Heuser called the committee's attention to the materials provided in the meeting packet in response to <br />members' questions. He recommended approval of the United Front lobbying list. <br /> <br />Ms. Bettman questioned if the fiscally constrained transportation project list provided to the committee <br />represented the universe of projects from which projects were selected. Mr. Schoening said yes. Ms. <br />Bettman asked what process was in place to allow the committee to provide input into the list. Mr. Heuser <br />said that the staff usually began brainstorming ideas in the fall. He said he would be happy to work with <br />members on a new review process, and indicated he would schedule a committee meeting in the fall for <br />further discussion. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to adopt the United Front list. The motion <br /> passed unanimously. <br /> <br />Mr. Heuser left the meeting. <br /> <br />Ms. Taylor asked for more information about the Natural Heritage Program. Mr. Duckett indicated it <br />represented a funding opportunity that matched local natural resource planning priorities. Ms. Taylor asked <br />why the list included no land acquisition funding for Eugene. Mr. Duckett said that the City's last request <br />for Land and Water Conservation Fund moneys to complete acquisition for the West Eugene Wetlands <br />Program had not been well-received because of the parkway issue and the fact the Bush Administration was <br />opposed to further federal land acquisitions. He said that with the assistance of The Nature Conservancy, <br />the City had finally acquired the last parcel. This year the list was focused on allowing Springfield to move <br />forward with its acquisition priorities. Ms. Taylor expressed concern that the City lacked funds to purchase <br />the Amazon headwaters area.
