Statewide Planning Goal 5 - Open Spaces, Scenic and Historic Areas, and Natural Resources. To conserve open space and protect natural and scenic resources. The plan does not create or amend the city's list of Goal 5 resources, does not amend a code provision adopted in order to protect a significant Goal 5 resource or to address specific requirements of Goal 5, does not allow new uses that could be conflicting uses with a significant Goal 5 resource site and does not amend the acknowledged UGB. Therefore, Goal 5 does not apply. Statewide Planning Goal 6 - Air, Water and Land Resources Quality To maintain and improve the quality of the air, water and land resources of the state. The plan amendment has no affect on water or land resources of the state. Air quality conformity determination issues are required to be addressed by TransPlan; those determinations are made by the Lane Council of Governments. No substantive changes to the transportation system are proposed in the CATS update that would require an air quality conformity determination. While CATS does propose conversion of some streets from one-way to two-way operation, the operational effects of those changes are within the limits for congestion allowed by TransPlan. Based upon the relatively minor transportation changes and a relatively large margin of safety in the region's emissions budget, the CATS update would not affect the region's ability to conform with federal air quality standards. The 2003 CATS update does not define specific locations for construction of future parking structures although it does include an analysis of parking supply relative to parking demand. Since CATS is not definitive about parking, it can not be used as a parking and circulation plan, as were previous versions of the document, for the purposes of air quality conformity determination. Therefore, Goal 6 is not applicable to this amendment. Statewide Planning Goal 7 - Areas Subject to Natural Disasters and Hazards To protect life and property from natural disasters and hazards. The plan amendment has no affect on areas that are subject to natural disasters or hazards or on local, state or federal government plans to protect life and property from those threats. Therefore, Goal 7 is not applicable to the amendment. Statewide Planning Goal 8 - Recreational Needs To satisfy the recreational needs of the citizens of the state and visitors, and where appropriate, to provide for the siting of necessary recreational facilities including destination resorts.
