.Over 75 percent of thc total energy utilized by metropolitan ~ea industry is consumed by the <br /> three industrial categories of metal manufacturing, chemical manufacturing, and the <br /> paper industry. <br /> <br /> 5.School buildings use over half of the energy consmued by the metropolitan area government <br /> sector but less than two percent of the total energy consumed in the metropolitan area. <br /> <br /> 6.Transportation and space heating consume the largest proportion of energy used in the <br /> commercial sector. <br /> <br /> 1. Maximize the conservation and efficient utilization of all types of energy. <br /> <br />2. Develop em4rornnentally acceptable energy resource alternatives. <br /> <br />Objectives <br /> <br />1. Utilize cost-effective energy conservation techniques, as determined by methods which <br /> consider initial operating, replacement, and decommissioning costs of facilities--in other <br /> words, life cycle costs. <br /> <br />2. Maintain options for the potential use of energy conservation methods, such as increased <br /> building weatherization and some forms of public transit, that are not cost-effective at the <br /> present time. <br /> <br />3. Minimize negative environmental effects associated with energy production and use and <br /> encourage the utilization of energy sources having the least negative environmental <br /> impact. <br /> <br />4. Encourage the utilization of renewable energy sources in order to conserve nonrenewable <br /> energy resources. <br /> <br />5. Promote the recovery and reuse of nonrenewable resources, such as metals, as an energy <br /> conservation measure. <br /> <br />6. Facilitate the permanent use of solar energy and other decentralized energy sources to <br /> displace centralized energy supplies and diversify energy production. <br /> <br />7. Continue and intensify efforts to allocate land uses in a manner that creates a compact <br /> growth form for the metropolitan area. <br /> <br />8. Promote policies that minimize the energy consumed for heating, cooling, lighting, <br /> appliance use, and other processes in commercial, industrial, and residential buildings. <br /> <br /> III-J-3 <br /> <br /> <br />
