C. 15 The Statewide Wetland Inventory_ as shown on the map titled Goal 5 Wetlands for the <br /> area inside the Metro Plan Boundary and Ioutside the UGB, dated January 2004, adopted <br /> and incorporated here, shall be used to identify wetlands for purposes of notifying the <br /> Division of State Lands concerning applications for development permits or other land <br /> use decisions affecting Goal 5 wetlands in the area outside the UGB and inside the Plan <br /> Boundary. The map is on file at the Lane County Land Management Division. <br /> <br /> C. 16 The map titled Goal 5 Significant Wildlife Habitat for the area inside the Metro Plan <br /> Bounda~. and outside the UGB, dated January 2004, adopted and incorporated here, shall <br /> be used to identify significant wildlife habitat for purposes of notifying the Oregon <br /> Department offish and Wildlife concerning applications for development permits or <br /> other land use decisions affecting significant wildlife habitat on the Goal 5 inventory for <br /> -- areas outside the .[.rGB and inside the Plan Boundary. The map is on file at the Lane <br /> County Land Management Division. <br /> <br /> C. 17 The map titled Goal 5 $ignil~cant Riparian Corridors for the area inside the Metro Plan <br /> Bounda~_ and outside the UGB, dated January 2004, adopted and incorporated here,~shall <br /> be used to identify significant riparian corridors for purposes of applying Goal 5 riparian <br /> protection provisions in Lane Code Chapter 16 for areas outside the UGB and inside the <br /> Plan Boundary_. The map is on file at the Lane County Land Management Division. <br /> <br /> Policies <br /> <br /> 20. Positive steps shall to be taken to protect the Springfield municipal groundwater supplies <br /> along the McKenzie River and the middle fork of the Willamette River. <br /> <br />I Findings <br /> <br /> ~ Known and potential groundwater pollution exists in the metropolitan area. Known and <br /> potential som'ces of groundwater pollution include septic tank wastes,, industrial, <br /> commercial, and residential runoff; leakage from sanitary sewer pipes; leaking from <br /> sanitary landfills; agricultural non point sources (spraying and animal wastes); chemical <br /> and petroleum spills, and natural contaminants (arsenic). <br /> <br /> 11. Beneficial uses of groundwater in the metropolitan area include domestic and municipal <br /> water supplies, industrial supplies, and domestic and commercial irrigation. The value <br /> and frequency of these uses varies among incorporated, urbanizable, and rural areas. <br /> <br /> Mineral and A~re~ate Resources (Goal 5) <br /> <br /> Findings <br /> <br /> Exhibit B: Proposed amendments to Chapter III-C, Environmental Resources Element, Page 18 of 25 <br /> of the Eugene-Springfield Metropolitan Plan (Metro Plan). <br /> <br /> <br />
