Testimony submitted for the June 3, 2003 and June 17, 2003 Planning Commission Joint <br /> Public H~aring and comments submitted at the May 7, 2003 Public Workshop on the <br /> Metro Plan amendments. <br /> <br /> Criterion #1: Springfield Development Code Section 7.070(3)(a), Eugene Code Section <br /> 9.7730(3)(a), and Lane Code 12.225(2)(a): The amendment must be consistent with the <br /> relevant statewide planning goals adopted by the Land Conservation and Development <br /> Commission. <br /> <br /> Findings of consistency with this criterion are presented for three Metro Plan amendments: <br /> <br /> 1. Metro Plan Housekeeping Revisions (Exhibit A) <br /> 2. Metro Plan Chapter III-C: Environmental Resources Element (Exhibit B) <br /> 3. Metro Plan Diagram (Exhibit C) <br /> <br /> Goal 1---Citizen Involvement: To develop a citizen involvement program that insures the <br /> opportunity for citizens to be involved in all phases of the planning process. <br /> <br /> The following findings of consistency with Goal 1 pertain to Metro Plan Housekeeping <br /> <br />· Revisions, Metro Plan Chapter III-C, and the Metro Plan Diagram. <br /> <br /> The Metro Plan designates the Joint Planning Commissions Committee (JPCC) as the <br /> official public involvement body for the Metro Plan. The JPCC is comprised of two <br /> planning commissioners from the Cities of Eugene and Springfield and Lane County. As <br /> part of the Periodic Review Work Program adoption process, the JPCC approved the <br /> following public involvement plan for Periodic Review projects: <br /> <br /> · An Interested Parties Mailing List will be maintained throughout the Periodic <br /> Review process and it will be used to notify those listed of significant events such as <br /> workshops, forums, CAC work, public hearings, etc. <br /> <br /> · Workshops will be conducted to keep thepublic informed about the status of all work <br /> tasks and the Metro Plan. <br /> <br /> · Newspaper Ads and News Releases will be prepared and released to the local media <br /> prior to all events. <br /> <br /> · Flyers, Fact Sheets, and Frequently Asked Questionspapers will beprepared and <br /> distributed throughout the process, as needed. <br /> <br /> · Presentations by project staff to local citizen and special interest groups will <br /> continue to be available on request. <br /> <br /> Exhibit D: Findings in Support of Adopting Ordinance for the Eugene-Springfield Page 2 of 15 <br /> Metropolitan Plan (Metro Plan) Housekeeping Revisions, Metro Plan Chapter III-C, <br /> and the Metro Plan Diagram. <br /> <br /> <br />
