The record shows that there is an adequate factual base to support the Metro Plan <br /> amendments, as Goal 2 requires. Further, the Goal 2 coordination requirement is met. Goal <br /> 2 requires that plans be coordinated with the plans of affected governmental units and that <br /> opportunities be provided for review and comment by affected governmental units. To <br /> comply with the Goal 2 coordination requirement, the review of the amendments was <br /> coordinated with all affected governmental units. Specifically, notice was mailed to: Lane <br /> County, Springfield, City of Eugene, School District 4J; and the following state agencies: <br /> Oregon Department of Land Conservation and Development, and Oregon Department of <br /> Transportation. There are no Goal 2 Exceptions required for these amendments. <br /> <br />Therefore, the Metro Plan Housekeeping Revisions, Metro Plan Chapter III-C, and the Metro <br />Plan Diagram are consistent with Statewide Planning Goal 2. <br /> <br />Goal 3--Agricultural Land: To preserve and maintain agricultural lands. <br /> <br />The Metro Plan Housekeeping Revisions and Metro Plan Diagram make no changes to <br />agricultural land policies or designations in the Metro Plan. Therefore, the Metro Plan <br />Housekeeping Revisions and Metro Plan Diagram are consistent with Statewide Planning Goal <br />3. <br /> <br />The following findings of consistency with Goal 3 pertain to amendments to Metro Plan Chapter <br />III-C. The amendments apply to agricultural land outside the urban growth boundary (UGB) and <br />inside the Metro Plan boundary. The amendments make clear that lands within the UGB with <br />agricultural soils or that are used for agricultural purposes are not entitled to protection under <br />these pohcies. <br /> <br /> The changes to Goal 3, Policies C.4. a, k, m and n incorporate references for compliance with <br /> applicable state regulations. The changes to Lane County Rural Comprehensive Plan Goal 3, <br /> Policy C.4. d, complies with the Goal 3 administrative rule prohibiting dwellings for <br /> contemplated farm use, and deletes the portion of this policy that allows a temporary mobile <br /> home for contemplated farm use. Goal 3 Policy to "explore better methods of identifying <br /> agricultural lands" is deleted, and revised to require that agricultural lands be identified <br /> pursuant to the Goal 3 Rule. <br /> <br /> Therefore, the amendments to Metro Plan Chapter III-C are consistent with Statewide Planning Goal <br /> 3. <br /> <br />Goal 4---Forest Land: To conserve forest lands by maintaining the forest land base and to <br />protect the state's forest economy by making possible economically efficient forest practices that <br />assure the continuous growing and harvesting of forest tree species as the leading use on forest <br />land consistent with sound management of soil, air, water, and fish and wildlife resources and to <br />provide for recreational opportunities and agriculture. <br /> <br />Exhibit D: Findings in Support of Adopting Ordinance for the Eugene-Springfield Page 5 of 15 <br />Metropolitan Plan (Metro Plan) Housekeeping Revisions, Metro Plan Chapter III-C, <br />and the Metro Plan Diagram. <br /> <br /> <br />
