The Metro Plan Housekeeping Revisions and the Metro Plan Diagram make no changes to <br />policies or designations affecting areas subject to natural disasters and hazards. Therefore, the <br />Metro Plan Housekeeping Revision and Metro Plan Diagram do not affect Metro Plan <br />consistency with Statewide Planning Goal 6. <br /> <br />The following findings of consistency with Goal 7 pertain to amendments to Metro Plan Chapter <br />III-C. <br /> <br /> The amendments to Chapter III-C make no substantive changes to policies or findings in the <br /> Metro Plan affecting areas subject to natural disasters and hazards and will not affect Metro <br /> Plan compliance with Goal 7. Eugene, Springfield, and Lane County development code <br /> regulations implement Goal 7 and are consistent with Goal 7. The amendments to Chapter <br /> III-C do not affect the development codes. Continued compliance will occur through <br /> protections established by the floodplain development regulations of Eugene, Springfield, <br /> and Lane County. <br /> <br /> Therefore, the amendments to Metro Plan Chapter III-C are consistent with Statewide <br /> Planning Goal 7. <br /> <br />Goal 8--Recreational Needs: To satisfy the recreational needs of the citizens of the state and <br />visitors and, where appropriate, to provide for the siting of necessary recreational facilities <br />including destination resorts. <br /> <br />The Metro Plan Housekeeping Revisions make no substantive changes to policies or findings in <br />the Metro Plan affecting recreational needs and facilities. The revisions clarify the intent of <br />existing adopted policy. The Metro Plan Chapter HI-C makes no changes to policies or findings <br />in the Metro Plan affecting recreational needs and facilities. Therefore, the Metro Plan <br />Housekeeping Revisions and Metro Plan Chapter III-C do not affect Metro Plan consistency <br />with Statewide Planning Goal 8. <br /> <br />The following findings of consistency with Goal 8 pertain to the Metro Plan Diagram <br />Amendments. <br /> <br /> The Metro Plan Diagram updates in the Eugene UGB better reflect adopted refinement plans, <br /> zoning actions, and development approvals, which have already been through a goal analysis <br /> and acknowledged by DLCD. Therefore, the updates will not affect Metro Plan compliance <br /> with Goal 8. <br /> <br /> The Metro Plan Diagram amendments to remove Urban Reserves do not change adopted <br /> policies or resources related to Goal 8 because the underlying designation is retained. <br /> Therefore, the amendments will not affect Metro Plan compliance with Goal 8. <br /> <br />Exhibit D: Findings in Support of Adopting Ordinance for the Eugene-Springfield Page 8 of 15 <br />Metropolitan Plan (Metro Plan) Housekeeping Revisions, Metro Plan Chapter III-C, <br />and the Metro Plan Diagram. <br /> <br /> <br />
