arrangement of public facilities and services to serve as a framework for urban and rural <br />development. <br /> <br />The Metro Plan Diagram amendments do not affect the provision of facilities or services and do <br />not change project lists in the December 2001 Eugene-Springfield Metropolitan Area Public <br />Facilities and Services Plan (PFSP). The Metro Plan Chapter III-C makes no changes to <br />policies or findings in the Metro Plan affecting public facilities and services. Therefore, the <br />Metro Plan Chapter III-C and Metro Plan Diagram do not affect Metro Plan consistency with <br />Statewide Planning Goal 11. <br /> <br />The following findings of consistency with Goal 11 pertain to the Metro Plan Housekeeping <br />Revisions. <br /> <br /> The Metro Plan Housekeeping Revisions do not change currently adopted and acknowledged <br /> Metro Plan policies related to public facilities and services, except the following amendment <br /> in the Metro Plan Housekeeping Revisions to add subsection "d" to Metro Plan Policy G.3. <br /> This amendment addresses the changes that will be needed as a result of the removal of <br /> Urban Reserves from the Metro Plan Diagram. <br /> <br /> G.3 Modifications and additions to or deletions from the project lists in the Public <br /> Facilities and Services Plan for water, wastewater, and stormwater public facility <br /> projects or significant changes to project Iocation, from that described in the <br /> Public Facilities and Services Plan planned facilities Maps 1, 2 and 3, requires <br /> amending the Pubic Facilities and Services Plan and the Metro Plan, except for <br /> the following: <br /> <br /> a. Modifications to a public facility project which are minor in nature and do <br /> not significantly impact the project's general description, location, sizing, <br /> capacity, or other general characteristic of the project; or <br /> <br /> b. Technical and environmental modifications to a public facility which are <br /> made pursuant to final engineering on a project; or <br /> <br /> c. Modifications to a public facility project which are made pursuant to <br /> findings of an Environmental Assessment or Environmental Impact <br /> Statement conducted under regulations implementing the procedural <br /> provisions of the national Environmental Policy Act of 1969 or any <br /> federal or State of Oregon agency project development regulations <br /> consistent with that act and its regulations; or <br /> <br /> d.
