The <br />designation als9 allows for mixed use development, including a limited range of retail and <br />service uses and multiple-family dwellings. Commercial activities in this category are intended <br />to serve the day-to-day needs of employees working in and near university/research areas. <br />Activities, such as general retail and office, will continue to be located in other appropriately <br />designated areas. <br /> <br />Development of land in this category can play a critical role in the diversification of the <br />metropolitan area's economy by providing an opportunity to develop industrial activities which <br />support and utilize programs of the University of Oregon. <br /> <br />Forest Lands <br /> <br />These lands designated outside the UGB include soils with potential forest productivity and <br />lands with existing forest cover. Designated forest lands are protected to preserve multiple forest <br />resource values, including commercial timber harvest, livestock grazing, scenic resources, <br />watershed and soil protection, fish and wildlife habitat, and recreational opportunities. <br /> <br />Mixed Uses <br /> <br />This category represents areas where more than one use might be appropriate, usually as <br />determined by refinement plans on a local level. (For example, the Whiteaker Refinement Plan <br />includes several areas where a mix of compatible uses, based in part on existing development, <br />are designated.) In the absence of a refinement plan, the underlying plan designation shall <br />determine the predominant land use. <br /> <br />Natural Resource <br /> <br />This designation applies to privately and publicly owned lands where development and <br />conflicting uses shall be prohibited to protect natural resource values. These lands shall be <br />protected and managed for the primary benefit of values, such as fish and ~vildlife habitat, soil <br />conservation, watershed conservation, scenic resources, passive recreational opportunities, <br />vegetative cover, and open space. Where agricultural or forest practices have been identified as a <br />conflicting use incompatible with protection of the primary values of the identified natural <br />resource, those practices shall be prohibited. <br /> <br />Local governments shall apply appropriate implementation measures to protect these areas and to <br />direct development toward "buildable" lands adjacent to natural resource areas (planned unit <br />development application is a suitable technique for balancing conservation of natural resources <br />and need for housing). <br /> <br />Urban Reserve <br /> <br />These rural areas are located beyond the re'ban growth boundary and are not needed to satisfy <br />re'ban demands associated with a population of 293,700. These areas have been identified, based <br />on current trends and policies, as areas for urban development beyond the planning period. <br /> <br /> II-G-12 <br /> <br /> <br />
