Chapter III <br /> Specific Elements <br /> <br />A. Residential Land Use and Housing Element <br /> <br />The Residential Land Use and Housing Element addresses the housing needs of current and <br />future residents of the metropolitan area. Land in residential use occupies the largest share of <br />land within the urban growth boundary (UGB). The existing housing stock and residential land <br />supply and its relationship to other land uses and infrastructure are critical to the future needs of <br />all residents. <br /> <br />This element addresses Statewide Planning Housing Goal 10: Housing, "To provide for the <br />housing needs of the citizens of the state." Housing demand originates with the basic need for <br />shelter but continues into the realm of creating communities. The policies contained in this <br />element are based on an analysis of land supply and existing and future housing demand, <br />inclucting existing housing problems: and the demom'aphic oharacteristics needs of the expected <br />future population. Numerous iF_actors that were reviewed to develop a projection of future <br />housing demand, wereincluding: projected number of households; household income, age, size, <br />and type; and special housing needs. The background material for this analysis is contained in <br />two documents, the 1999 Supply and Demand Technical Analysis and the 1999 Site Inventory <br />Document. <br /> <br />This element is organized by seven topics related to housing and residential land. These topics <br />include: <br /> <br /> Residential Land Supply and Demmud; <br /> Residential Density; <br /> · Housing Type and Tenure; <br /> · Design and Mixed Use; <br /> · Existing Housing Supply and Neighborhoods; <br /> · Affordable, Special Need, and Fair Housing; and <br /> · Coordination. <br /> <br />The applicable findings and policies are contained under each topic heading. <br /> <br />Finally, tThe policies in this element ~:o*--'~ ' <br /> ....... provide direction for the local jurisdictions in <br />preparing zoning and development regulations to address future housing needs._ Each <br />jurisdiction will be responsible to implement the policies contained in the Residential Element <br />Residential Land Use and Housing Element. At the time of the annual monitoring report, <br />information on progress made to realize this policy direction will be made available._ ~'a <br />process.
