D.5 New development that locates along river corridors and waterways shall be limited to <br /> uses that are compatible with the natural, scenic, and environmental qualities of those <br /> water features. <br /> <br /> D.6 New industrial development that locates along the Willamette and McKenzie Rivers shall <br /> enhance natural, scenic, and environmental qualities. <br /> <br /> D.7 Potential public access points in rural agricultural areas shall be carefully reviewed to <br /> ensure preservation of the Willamette River Greenway environment, with special <br /> emphasis on problems of vandalism and trespass. <br /> <br /> D.8 Within the framework of mandatory statewide planning goals, local Willamette River <br /> Greenway plans shall allow a variety of means for public enjoyment of the river, <br /> including public acquisition areas, residential areas, and commercial areas. <br /> <br /> D.9 The specific use management considerations and requirements of Statewide Planning <br /> Goal 15, "Willamette River Greenway," shall be applied, where they are not specifically <br /> addressed in policy or land use designations elsewhere in the Metro Plan, in local <br /> refinement plans, and local implementing ordinances. <br /> <br />I D.-1-O9 Local and state governments shall continue to provide adequate public access to the <br /> Willamette River Greenway. <br /> <br /> D. 11 Eugene m~d Springfield shall continue to use the conditional use pennit system to address <br /> the setback and vegetative fiSnge requirements of Statcwide Planning Goal 15. Local governments shall continue, through land use planning ankl <br /> special regulations, to control aggregate extraction to minimize adverse effects of <br /> extraction on water quality, fish and wildlife, vegetation, bank stabilization, stream flow, <br /> scenic quality, noise, and safety. <br /> <br />I D.4-311 The taking of an exception shall be required if a non-water-dependent transportation <br /> facility requires placing of fill within the Willamette River Greenway setback. <br /> <br /> An exception to Statewide Planning Goal 15 Willamette River Greenway was approved <br /> for Oregon Department of Transportation (ODOT) 1-5 right of way crossing the <br /> Willamette River and within the Willamette River Greenway Setback Line, for purpose <br /> of constructing a temporary detour bridge, implementing the conditions imposed on the <br /> Discretionary Use Approval (Springfield Journal SHR 2003-00115) and removing the <br /> temporary detour bridge after completion of the permanent replacement bridge. This <br /> exception satisfies the criteria of Oregon Administrative Rule (OAR) 660-004-0022(5) <br /> Willamette Greenway; the exception requirements of OAR 660-004-0020 Goal 2, Part <br /> <br /> III-D-5 <br /> <br /> <br />
