<br /> <br />ATTACHMENT C <br /> <br />MUPTE OBJECTIVE CRITERIA <br />DRAFT 3.25.08 <br /> <br />MINIMUM REQUIREMENTS <br /> <br /> <br />a) Multi-family housing of five units or more <br /> <br />b) Located inside the adopted boundary <br /> <br />c) Documentation that the proposal, financially, could not be built “but for” the tax exemption. The <br />applicant must submit documentation, including a pro-forma and an analysis of the projected rate <br />of return, for the proposed project. This information will be reviewed by city staff and <br />recommended by the City’s loan advisory committee. <br /> <br />d) Documentation of effort to solicit comments from the neighborhood association. Developers need <br />to make a demonstrated effort to contact the appropriate neighborhood association to share <br />information and seek input. Neighborhood association support is not a requirement for MUPTE <br />approval. Comments from the Neighborhood association, as well as other public comments, will <br />be provided to the City Council. Applications must include either a) documentation of the attempt <br />to solicit comments or b) the comments received from the neighborhood association. <br /> <br />e) Documentation related to proximity of historic resources. <br /> <br /> <br />PUBLIC BENEFIT CRITERIA <br /> <br />1. Density <br />The MUPTE program is enabled by state legislation designed to encourage higher density housing and <br />redevelopment in the core area and along mass transit corridors. Therefore, a criterion for approval of a <br /> <br />specific application includes the degree to which minimum density is exceeded. <br /> <br />Points: Tier 1 – 100 points -- Immediate MUPTE approval: <br />Project is on a designated Opportunity Site (as indicated by opportunity siting process through <br />City Council) <br /> <br />Tier 2 – 50 points maximum: <br />10 points awarded for each unit in excess of the minimum required density. <br /> <br /> <br /> <br /> <br /> <br /> <br />2.
