ATTACHMENT D <br /> <br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />Work Session <br />McNutt Room – City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> June 4, 2008 <br /> Noon <br /> <br /> <br />COUNCILORS PRESENT: <br />Mike Clark, Betty Taylor, Bonny Bettman, Andrea Ortiz, Jennifer <br />Solomon, Alan Zelenka. <br /> <br />COUNCILORS ABSENT: <br /> Chris Pryor, George Poling. <br /> <br />Her Honor Mayor Kitty Piercy convened the meeting of the Eugene City Council. She explained Councilors <br />Pryor and Poling had been excused from today’s meeting. <br /> <br />COMMUNITY PROCLAMATION <br />Mayor Piercy explained a , A Joint Proclamation Denouncing <br />Acts of Hate Speech and Other Behaviors and Activities Which are Intentionally Meant to Demean <br />and Intimidate, was being brought to the City Council. The proclamation was a result of recent incidents <br />at Spencer Butte Middle School and César E. Chávez Elementary School. The proclamation was a joint <br />endeavor between the City of Eugene and the Eugene 4-J School District, and would be presented to the <br />school district board that night. <br /> <br />Councilor Bettman, seconded by Councilor Taylor, moved for adoption of the <br />COMMUNITY PROCLAMATION <br />. <br /> <br />Mayor Piercy stated that Councilors Poling and Pryor had communicated their support for the proclama- <br />tion. <br /> <br />Councilor Clark shared an incident that recently occurred in which a drunk driver hit a woman’s vehicle <br />from behind at 8:00 a.m., while she was dropping her children off at a local school. The drunken man used <br />racially derogatory language in an attempt to intimidate her. The Municipal Court had dealt with the issue <br />that week. Councilor Clark was proud of the people who attended the hearing in support of the woman. He <br />said some acts were beyond what was seen in the schools and everyone should say, “Not in our commu- <br />nity.” <br /> <br />Councilor Solomon arrived at 12:05 p.m. <br /> <br />Councilor Bettman thanked Mayor Piercy and the school district administration for their leadership on this <br />issue. It was essential to speak up. Hate speech was a precursor to violence. <br /> <br />Councilor Zelenka also thanked Mayor Piercy and the school district leadership for entertaining this <br />motion.
