ADMINISTRATIVE ORDER NO. 58-16-02-F <br />of the <br />City Manager of the City of Eugene <br />REPEAL OF DESIGN STANDARDS FOR STREET LIGHTING SYSTEMS <br />ADMINISTRATIVE RULE R-7.085/SL AND ADMINISTRATIVE ORDER <br />NO. 58-07-09-F. <br />The City Manager of the City of Eugene finds as follows: <br />A. Section 2.019 of the Eugene Code, 1971, authorizes the City Manager to adopt rules <br />and regulations necessary for the administration or enforcement of provisions of the Eugene Code, <br />1971. Section 7.085 of that Code authorizes the preparation of design standards and standard <br />specifications for construction, reconstruction, or repair of public improvements. - <br />B. On November 22, 1999, Design Standards and Guidelines for Eugene Streets, <br />Sidewalks, Bikeways and Access Ways ("Standards and Guidelines") were adopted by Resolution <br />No. 4608, and the Eugene Arterial and Collector Street Plan ("the Plan") was adopted as findings <br />to Ordinance No. 20181. Both the Standards and Guidelines and the Plan included street lighting <br />design standards. <br />C. On October 11, 2007, Administrative Order No. 58-07-09-F was issued adopting <br />Design Standards for Street Lighting Systems Administrative Rule R-7.085/SL for the purpose of <br />providing additional information and guidance for achieving the goals of the street lighting <br />standards. <br />D. On March 2, 2016, Administrative Order No. 58-16-01 was issued amending the <br />Public Improvement Design Standards Manual. Amendment of the Manual included incorporating <br />street lighting systems design standards into the Manual. <br />E. Due to amendment of the Public Improvement Design Standards Manual <br />referenced in paragraph D above, on March 18, 2016, 1 issued Administrative Order No. 58-16- <br />02, proposing to repeal the Design Standards for Street Lighting Systems and Administrative Order <br />No. 58-07-09-F. <br />F. Notice of the proposed repeal of Administrative Order 58-07-09-F was published <br />in the Register Guard Newspaper on April 11, 12, 13, 14, and 15, 2016, and made available to <br />persons who had requested such notice. The Notice provided that written comments would be <br />received for a period of 15 days from the first date of publication. No comments were received <br />within the time or in the manner provided in the Notice. <br />Administrative Order - Page 1 of 2 <br />
