result is an increase in SDC rates ranging from about 1.57% to 1.69%, depending upon the strength <br />of wastewater discharge associated with development categories contained in the rate <br />schedule. As such, this inflationary adjustment will not result in a 5% or greater fee increase within <br />a 12 -month period. <br />E. Based on: (1) the park development/renovation cost adjustment using the <br />Engineering News -Record 20 -City national average Construction Cost Index of 3.4% (May 2015 <br />through May 2016) and, (2) the park land acquisition cost adjustment using the Lane County <br />Assessment & Taxation office's published 2015 Sales Ratio Report, it necessary to adjust the <br />Parks System SDCs by implementing an average 3.9% increase in the Parks System SDC for <br />residential development, and an average 4.5% increase in the Parks System SDC for nonresidential <br />development. As such, these increases will not result in a 5% or greater fee revision within a 12 - <br />month period. <br />F. Based on the Engineering News -Record 20 -City national average Construction <br />Cost Index of 3.4% (May 2015 through May 2016), it is necessary to amend the Local Wastewater <br />System, Transportation System, and Stormwater SDCs by implementing a 3.4% increase for those <br />SDCs. As such, these increases will not result in a 5% or greater fee revision within a 12 -month <br />period. <br />G. Notice of the proposed inflationary adjustments was given by providing copies of <br />Administrative Order No. 58-16-14, including Exhibit A (the proposed amendments) and Exhibit <br />B (the Notice), to the Mayor and City Councilors; making those documents available for inspection <br />by interested persons at the office of the City Engineer, Public Works Department, 99 East <br />Broadway, Suite 400, Eugene, Oregon, 97401; and by posting those documents at two locations at <br />City Hall on June 13, 2016. In addition, Notice of the adjustments was published in the Register - <br />Guard Newspaper on June 13, 2016, and persons who requested notice of the amendments were <br />mailed informational postcards as notification of the proposed amendments. <br />H. Notice provided that written comments would be received for a period of 15 days <br />from the date of posting and publication. No comments were received within the time or in the <br />manner set forth in the Notice. However, during the comment period, staff recommended that the <br />following corrections be made to the Schedule: <br />1. Two rate figures that had been omitted from the amended fees in Table 14 <br />(Improvement Fee Cost Basis), should be added to include the rate of $100,817,390 in the <br />"Acquisition Cost" column, line item "New Parks and Open Space Total"; and the rate of <br />$100,817,390.in the "Acquisition Cost" column, line item "Grand Total." <br />2. For rounding purposes, four rate amounts should be decreased in Appendix <br />F, Section 2.4 (Local System Formulas & General Fee Schedule / Stormwater System) as <br />follows: <br />(a) Adjust rates for "Manufactured Home Park," "Per sq. ft. actual <br />impervious surface area, addt'1 common areas" and "All Other Development - Per <br />Administrative Order - Page 2 of 3 <br />
