2.1430(6)(b) Amendments. Contract amendments shall not be considered to be <br />separate contracts if made in accordance with rules adopted by the purchasing agent. <br /> <br />State law- No Findings Required. <br /> <br />2.1430(6)(c) Animals. Contracts for the purchase of animals. <br /> <br />Alternate Award Process. Solicitation agent's discretion. <br /> <br />Cost Savings and Other Benefits. Each animal is unique. An officer's life may <br />depend on the inherent personality traits as weft as training of the animal. Price is not <br />the most important factor. <br /> <br />Affect on Competition. The extremely personal nature of the relationship between the <br />animals and staff assure that animals will be carefully evaluated for the city's needs. <br /> <br />No Favoritism. Not applicable due to the lack of competitors and specialized <br />contracting needs. <br /> <br />Other Factors. This exemption was in the city's prior contracting code. <br /> <br />Statutory Requirements. Based on the foregoing: <br /> <br /> 1. It is unlikely that the exemption will encourage favoritism in the awarding <br />of public improvements contracts or substantially diminish competition for public <br />improvement contract; and <br /> <br /> 2. The awarding of public improvement contracts under the exemption will <br />result in substantial cost savings to the city. <br /> <br />2.1430(6)(d) Contracts up to $5,000. Contracts of any type for which the contract price <br />does not exceed $5,000 may be awarded and amended as provided in rules adopted by <br />the purchasing agent. <br /> <br />State Law- No Findings Required. <br /> <br />2.1430(6) (e) Copyri,qhted and library materials. Contracts for the acquisition of <br />materials entitled to copyright, including, but not limited to, works of art and design, <br />literature, music and library lending materials. <br /> <br />Alternate Award Process. Solicitation agent's discretion. <br /> <br />Cost Savings and Other Benefits. Necessary to allow city to acquire special needs <br />products that are unique. <br /> <br /> <br />
