<br />An Ordinance providing for the regulataora of camp cars, trailers, trailer
<br />houses, trailer homes and structures ..converted fr m trailers in the City of
<br />Eugene, declaring an emergency and revealing all ordinances in conflict
<br />her•e~~~ith.
<br />WHEREAS, increasing numbers of movable units for sleeping and living
<br />,purposes are passing over the highways of the state and are parked for vary-
<br />ing periods of time upon vacant lots, streets, in service stations and at
<br />various places at vahich there is no suitable provision for a sanitary supply
<br />of water and for the disposal of the same and for the disposal of human excreta
<br />garbage and other waste and no compliance with building, fire, sanitary and
<br />zn~iang regulations, and
<br />~ ~'J~iEREAS, the Legislature of the State of Oregon has passed an Act re-
<br />gulating upon the state highways the protection of the public from unauthorized
<br />disposal of waste, nove-, therefore,
<br />THE CITY OF EUGEPIE DOES ORDAIN AS FOLLO~~iS:
<br />Section 1. It shall be unlav~-ful for any person, firmm or corporation to
<br />park or place any camp car, trailer, trailer house, trailer home at any place
<br />within the city of Eugene for a period exceeding three hours unless the occupant
<br />shall have access at all hours to suitable places for a sanitary supply of
<br />water and for the disposal of garbage, human excreta and waste.
<br />Section 2. It shall be unlav:~ful for a.ny person, firm or corporation to
<br />(park or place any camp car, trailer, trailer house, trailer home, or ~:.ny structure
<br />~ converted from a trailer or any vehicle usE:d as such at any place within the
<br />'City of Eugene other than the use of streets for transit and as provided in
<br />iSection 1, without first applying for and securing a permit from the building
<br />,inspector of the city. Any person desiring such a permit shall make application
<br />'lat the office of the building inspector, accompanied by a fee,of 1.00, giving
<br />ithe locGtion, the character of occupancy, the character of water and sanitary
<br />'Iservice, and arty other inforaation necessary or convenient required by the
<br />building inspector.
<br />Section 3. The building inspector shall forth~r,~ith inspect the premises
<br />hand proposed occupancy in cooperation and consultation with the fire chief of
<br />the city of Eu€ene and shall ascertain that said proposed use complies with all
<br />sanitary building, fire and zoning regulations of the city and state, and if
<br />I~he shall find that the proposed use complies with the city and state regulations
<br />las aforesaid he .shall issue a permit to the applicant, authorizing. the use
<br />~comtempZated.
<br />Section 4. The building inspector is~hereby authorized and directed to
<br />ascertain all instances`in which camp cars, trailers, trailer houses, trailer
<br />homes or any structures converted from trailers or vehicles used as such are
<br />already occupying premises a: herein set out in the city of Eugene and to give
<br />them notice that a perrrlit will be required and such ov`7ner or occupant is granted
<br />fif teen days from the time of receiving such notice in which to apply for a
<br />permit as provided in Section2. It shall be unlawful for any person, firm
<br />or corporation to fail to make application for such permit within fifteen days
<br />of such notice, and occupancy v1ithout a permit in any of the events herein
<br />~iset out is declared to be a nuisance and a. menace to the health and well-being
<br />Hof the people of the city of Eugene, and unlawful. Notice may be given by the
<br />building inspector or by the chief of police orally in person and if no one
<br />is found on the premises a notice may be sent by mail to the occupant if his
<br />identity is known and if not, may be served by delivering it at the door of the
<br />(structure used.
<br />t Section 5. Any person, firm or corporation violating any of the provisions
<br />of this ordinance or failing to comply therewith, shall upon conviction in
<br />the Recorder's Court be subject to a f ine of not to exceed X25.00 and to the
<br />payment of costs of?~~prosecution and to imprlsomment in the city jail for one
<br />day for each X2.00 of the fine unpaid.
<br />Section 6. All ordinances and parts of ordinances in conflict herewith
<br />,are repealed.
<br />Section 7. Whereas, the parking of camp cars, trailers, trailer houses,
<br />trailer homes, and vehicles used for such proposes at places at which there is
<br />no suitable provision for the disposal of human excreta, garbage and waste,
<br />constitutes a menace to the health of the residents of the city, an emergency
<br />is hereby declared to exist, and it is declared to be necessary for the imme-
<br />diate preservation of the peace, health and safety ~~pon its passage by the
<br />Common Council an d its approval by the Mayor, and it is so ordered.
