By Resolution 4608, the City Council adopted the Design Standards and Guidelines for <br />Eugene Streets, Sidewalks, Bikeways and Access Ways which includes travel lanes <br />and bike lanes as standard features of Minor Arterial streets. Parking is an optional <br />feature on Major Arterials. By Ordinance No. 20181, the City Council adopted the <br />Street Classification Map that designated East 24th Avenue as a Minor Arterial. <br />3. East 24th Avenue is a minor arterial with a posted speed of 30 mph. The street has one <br />eastbound travel lane, one west bound travel lane, an eastbound bike lane adjacent to <br />on -street parking and a west bound bike lane adjacent to the curb. The curb to curb <br />width is approximately 35 -feet. <br />4. The adopted Design Standards and Guidelines establishes design guidelines for travel <br />lane widths on Minor Arterial streets at 11 feet, bike lanes at a minimum of 5 feet, and <br />parking lanes at a minimum of 7 feet. Current widths of the travel lanes, bike lanes and <br />parking lanes along this portion of East 24th Avenue fall below the adopted minimum <br />standards. <br />5. If parking is removed from the south side of East 24th Avenue, the curb to curb width <br />of East 24th Avenue will be wide enough to increase the width of the travel lanes and <br />install protected bike lanes that exceed minimum widths. <br />6. From 2009 to 2014, there were two crashes involving motor vehicles and people riding <br />bicycles on this section of East 24th Avenue. <br />7. Parking studies conducted by the City and Eugene 4J staff between November 2015 <br />and March 2016 show an average parking volume of 17 vehicles parking in <br />approximately 33 parking spaces along the south side of East 24th Avenue between <br />Patterson Street and Amazon Parkway. Two public meetings were held to discuss the <br />proposed parking removal. Representatives of Spencer's View Apartments, which is <br />adjacent to East 24th Avenue on the north side of the street and owned by the University <br />of Oregon, expressed concern over the parking removal but with alterations to their on- <br />site parking management have enough on-site parking spaces to meet their tenant's <br />needs. <br />8. Removal of parking on the south side of East 201 Avenue is consistent with objectives <br />1 and 2 and policies 1. 1, 1.5, 2.1 and 2.3 of the Eugene Pedestrian and Bicycle Master <br />Plan (PBMP) accepted by Eugene City Council on March 12, 2012. <br />Administrative Order -- Page 2 of 4 <br />
