.- <br />~1~4 <br />ORDINANCE N0. 8709 <br />An Ordinance providing for uncompensated special emergency police officers <br />other than the regular police force, waiving civil service, and declar.~ing an <br />emergency. <br />WHEREAS, the United States of America is now engaged in a world wide war <br />requiring discipline and protection of property and the rendering of extraordinary <br />service, <br />Therefore <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLO6~TS: <br />Section 1. The Common Council hereby authorizes and establishes the <br />formation of a force of special police resepves, the personnel of vahich are to be <br />appointed by the Mayor and confirmed by the Council, whose duties shall be the <br />preservation of life and property, the rendering of immediate aid in emergency, <br />and the observance of strict discipline and obedience to orders. <br />Section 2. The. special police officers hereby authorized shall be under <br />the general control of the Chief of Police of the City of Eugene and shall <br />receive no compensation from the City itself. <br />Section 3. Upon such appointment and confirmation each officer shall <br />subscribe an oath of office and shall be subject to removal by the lbjayor upon the <br />recommendation of the ohief of Police, without any further proceeding or hearing. <br />Section 4. ~'he officers constituting the special police corps herein <br />i provided for shall not be under, and shall be exempt from the provisions of the <br />~ Civil Service Act and ordinance and are deemed ecr~ergency officers subject only to <br />the provisions of this ordinance. <br />Section 5. Because of the National emergency, a local emergency is hereby <br />declared and it is deemed necessary for the immediate preservation of the peace, <br />health and safety of the City of Eugene that this ordinance take effect immediately. <br />upon its passage by the Common Council and its approval by the Mayor and it is so <br />ordered. <br />Passed by the .Common Council <br />this 22nd day of December, 1941. <br />Approved by the Mayor this <br />23rd clay of December, 1941 <br />1 s,!
