2~2 Section 2. 'That said levy, constituting the General Fund levy in the sum of X108,000.00 .and the levy for special purposes outside of the six per cent limitation,, in the sum of w135,427.13 and aggregating a total tax levy of x:243,427.13 be made against all taxable property within the City of Eugene, for the purpose of driving the funds necessar;~ to carry on the dif.fer•ent de~,artments, and to meet the expenses of the City Government of said City for the fiscal year beginning July 1, 1943 and ending June 30, 1944 and to create and provide sinking funds and interest funds for the various outstanding bonds and obligations of the City. That the Recorder of said City is hereby directed tc certify the said levies as herein made and set forth, to the County Officers of Lalie Country, Oregon, as provided by law. Section 3. That the annual levy of taxes for the City of Eugene, for the fiscal year beginning July 1, 1943 and ending June 30, 1944 is required by law to be made by the Common Council of said City and certified to the County Officers of Lane County, Oregon, before the time of completing the tax rolls, so that the same may be extended and the taxes thereon collected at the same time that other taxes ar•e collected, and that said levy must be made and completed and in the hands of said County Officers before July 15, 1943, and it is necessary to the peace, health and safety of the City of Eugene, that the said levy be made and certified to the said County Officials and that the slime be placed in the hands of the County Assessor without delay, and therefore an emergency is hereby de- clared to exist, and this ordinance shall take effect and be in full force from and after its passage by the Common Council of the City of Eugene, and its approval by the T~?ayor of said City.
