That the Common Council of the City of Eugene, Lane County, <br />Oregon does r~ereby declare its intention to inipro,-e the Glley between Fearl and <br />High Streets in the City of Eugene from loth to 17th Avenue East by•grading and <br />graveling the sair~e, and making such other and further improvements in connection <br />therewith as ~vay be necess~_ ry and proper to a properly graded and graveled a)_ley, <br />all in accordance with the Lula;~s and specifications to be prepared bV the City <br />Engineer as hereinafter specified. <br />Section 2. That the costs of maid improvement shall be assessed and <br />be borne by the pr•oper•t abutting upon said improvement, end there shall be <br />included as a part of the costs .thereof, tree e.~gineer's charges for his services <br />thereon not to e~_ceel five per• cent of the contract ,Nrice therefor. <br />erection 3.
