<br />ORDINANCE NO 8788
<br />An Ordinance ordering a special election for submitting to the
<br />electors of the City of Eugene, Oregon, at such special election, to be
<br />held on the 19th day of May, 1944, concurrently with the State General
<br />Nominating Election, the following proposed amendments to t}~e Charter of
<br />the City of Eugene, referred to the electors of said City by the Common
<br />Council for thier approval or rejection, and adopting the polling places
<br />and using the Judges and Clerks provided and appointed by the County for
<br />the said State Primary Nominating election, and providing for all acts
<br />necessary for the carrying on of said election, and declaring an emergency.
<br />THE CITY OF EUGENE DOES ORDAIN AS F'OLLOVd5:
<br />Section 1. The Common Council does hereby order a special election
<br />to be held in the City of Eugene, Oregon, on Friday, the 19th day of May,
<br />1944, at which election there shall be submitted to the electors of said
<br />City for their approval or rejection, the following proposed amendments to
<br />the Charter of the City of Eugene, Oregon, to-wit:
<br />Proposed by resolution by the Common Council and referred to the
<br />Electors:
<br />Numbers 500-501 To amend the Charter of the City of Eugene by
<br />adding a new chapter thereto, (which shall take effect bon January 1, 1945]
<br />authorizing, enpowering and directing the Common Council of the City of
<br />E,~;ene to appoint a City Manager and a Municiapal Judge, and to fix their
<br />salaries subject to the budget). Fixing the duties of the City Manager
<br />and authorizing the Council to add to his duties; withdrawing the Chief
<br />of Police and Chief of the Fire Department from Civil Service with elective
<br />demotion without loss of seniority; making the offices of Recorder and
<br />T2'aasurer appointive; and providing for a one mill continuing annual levy
<br />in addition to and in excess of the constitutional six per cent limitation
<br />upon the City's Tax levy, and repealing all acts and parts of acts in
<br />conflict herewith.
<br />Numbers 502-503 To amend the Charter of the City of Eugene, by
<br />adding a new chapter thereto, authorizing, empowering and directed the
<br />Common Council of the City of Eugene, to design, construct and reconstruct
<br />add to, and repair the sewer and drainage system of the City of Eugene,
<br />including all drains, ditches, and outlsets, for the carrying away of
<br />asewage and flood waters, for the foregoing putposes to levy upon all of
<br />the taxable property in the City, a five mill tax levy each year for a
<br />period of fine consecutive years, commendcing with the levy for a tax roll
<br />of 1944-1945 , until the estipflated cost of X300,664.70 shall have-been
<br />raised; said levy to be in addition to and in excess of the constitutional
<br />s,ix per cent limitation upon the city's tax levy.
<br />Numbers 504-505 To amend the Charter of the City of Eugene by
<br />adding a new chapter thereto, authorizing, enpowering and directing the
<br />Common Council of the City of Eugene, to levy in each year, for five con-
<br />secuti~re years, eommineing with the 1944-45 levy a one mill tax to provide
<br />for a new combined CITY HAIL AND JAIL, which levy shall be in addition to
<br />existing levies, and in addition to and in excess of the six per cent con-
<br />stitutional limitation upon the City's tax levy.
<br />Section 2. That said proposed amendments to the Charter of~the City
<br />OP Eugene shall be placed upon the official ballot by the City Recorder to be

<br />voted upon by the electors of the said City at said election.
