ACTION: Appoint Members to West Eugene Enterprise Zone Public Benefit Criteria <br /> Review Task Force <br />MOTION AND VOTE: <br />Councilor Evans, seconded by Councilor Zelenka, moved to <br />appoint John Roberts, Jennifer McRaven and Councilors Poling and Pryor to the Public <br /> PASSED 8:0. <br />Benefit Criteria Review Task Force. <br />4. ACTION: An Ordinance Concerning Imposition of a Three Percent Tax on the Retail <br />Sales of recreational Marijuana; Adding Provisions to the Eugene Code, 1971; Providing <br />For an Effective Date; and Referring the Code Amendments to the Electors of the City <br />at the November 8, 2016 Election. <br />MOTION AND VOTE: <br />Councilor Evans, seconded by Councilor Zelenka, moved to <br />adopt Council Bill 5156, and Ordinance concerning imposition of a three percent tax on <br />the retail sales of recreational marijuana to be used for general government purposes. <br />PASSED 7:1, <br />Councilor Brown opposed. <br /> Council discussion: <br />This sets a terrible precedent for taxing one product. <br />This should be a specific as possible on how revenues should be used. <br />MOTION AND VOTE: <br /> Councilor Evans, seconded by Councilor Zelenka, moved to <br />direct the City Manager to schedule a follow-up work session in September, on uses of the <br />PASSED 7:1 <br />marijuana tax revenues, should that pass. , Councilor Brown opposed. <br />MOTION AND VOTE: <br />Councilor Evans, seconded by Councilor Zelenka, moved to <br />appoint Councilors Syrett, Evans, and Poling to the voters’ pamphlet proponent committee <br />PASSED 7:1, <br />for the Retail Cannabis Sales Tax. Councilor Brown opposed. <br />MOTION AND VOTE: <br /> Councilor Evans, seconded by Councilor Zelenka, moved to <br />direct the City Manager to include on a supplemental budget sufficient appropriation <br />offset by General Fund contingency and the Reserve for Revenue Shortfall to produce a <br />PASSED 8:0 <br />voters’ pamphlet. <br />5. PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Concerning Climate <br />Recovery and Amending Sections 6.675 and 6.685 of the Eugene Code, 1971. <br /> 1. Howard Saxion – Sustainability Commission supports CRO amendments. <br /> 2. Mark Robinowitz – Said we need to focus more on traffic aspects to fight climate change. <br /> 3. Michael Gannon – Said the City needs to create information to understand impact of usage. <br /> 4. Coreal Riday-White – Supported climate recovery ordinance amendments with a few changes. <br /> 5. Brittany Quick-Warner – Supported CRO with community process to reach goals. <br /> 6. Debra McGee – Supported climate recovery ordinance amendments with a few small changes. <br /> 7.
