<br />AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A BUREAU OF FIRE
<br />PREVENTION, PROVIDING OFFICERS THERE FORE AND DEFINING THEIR POWERS
<br />AAtD DUTIES, AND PRESCRIBING REGULATIONS FOR FIRE PREVENTION AND
<br />LIFE SAFETY IN CONNECTION WITH HAZARDOUS MATERIALS AND~PROCESSES.
<br />THE CITY CF EUGENE DOES ORDAIN AS FOLLOWS:
<br />Part 1.
<br />BUREAII OF FIRE PREVENTION AND GENERAL PROVISIONS.
<br />101. A Bureau of Fire Prevention in the Fire Department of the City of Eugene
<br />is hereby established which shall be operated under the supervision of the Chief of
<br />the Fire Department.
<br />The City Manager shall designate an officer (or member) of the Fire Depart-
<br />ment as Chief of the Bureau of Fire Prevention, who shall hold this office at the
<br />pleasure of the City Manager.
<br />The Chief of the Fire Department may detail such other members of the
<br />fire department s.s inspectors as shall from time to tima be necessary. The Chief of
<br />the Fire Lepartment shall recommend to the City Manager the employment of technical
<br />inspectors,- who, when such authorization is made, shall be selected through an
<br />examination to determine their fitness for the position. The examination shall be
<br />open to members and non-members of the fire department, and appointments made after
<br />examination shall be for an indefinite term with removal for cause.
<br />102. It shall be the duty of the officers of the Bureau of Fire Prevention to
<br />enforce all laws and ordinances covering the following:
<br />1. The prevention of fires;
<br />2. The storage and use of explosives and flammables;
<br />3. Ths installation and maintenance of automatic and other private
<br />fire alarm systems, and fire extinguishing equipment;
<br />1a.. The maintenance and regulation of fire escapes;
<br />5. The means and adequacy of ex~-t in case of fire, from factories,
<br />schools, hotels, lodging houses, asylums, hospitals, churches,
<br />halls, theatres, amphitheatres, and all other places in which
<br />numbers of persons work, live or congregate, from time to time,
<br />for any purpose;
<br />6. The investigation of the causo, origin, and circumstances of
<br />fires.
<br />They shall 'nave such other powers and perform such other duties as are
<br />set forth in other sections of this ordinance, and as may be conferred and imposed
<br />from time to time by law.
<br />103. The Chief of the Fire .Lepartment, Chief of the Bureau of Fire Prevention or
<br />any Inspector may, at all reasonable hours, enter any building or premises within his
<br />3urisdiction for the purpose of making-any inspection, or investi,~:atioa which, under
<br />the provisions of this ordinance, be or they may deem necessary to be made.
<br />101+.. The Chief of the Fire Department, Chief of the Bureau of Fire Prevention
<br />or any Inspector specially designated thereto shall inspect, as often as may be
<br />necessary, but not less than four times a year, all specially hazardous manufacturing
<br />processes, storages or installations of gases, chemicals, oils, explosives and
<br />flammable materials, all interior fire alarm and automatic sprinkler systems, and
<br />such other hazards or appliances as the Chief of the Fire Department shall designate,
<br />and shall make such orders as may be necessary for the enforcement of the laws and
<br />ordinances governing the same and for safeguarding of life and property from fire.
<br />105. ~, It shall be the duty of the ChieF of the Fire vepartment to inspect, or
<br />cause to be inspected by the Bureau of Fire Prevention, or by the Fire Department
<br />officers and members, as often as may be necessary, but not less than twice a year
<br />in outlaying district and four times a year in the closely Quilt portions of the city
<br />all buildings and premises except the interiors of private dwellings, for the pur-
<br />pose of ascertaining and causing to be corrected any conditions liable to cause fire ,
<br />or any violations of the provisions or intent of any ordi.Tiance of the city affecting
<br />the fire hazard.
<br />Whenever any Inspector, as defined above, shall find any 'ouilding or upon
<br />any premises, combustible or explosive matter or dangerous accumulations of rubbish
<br />or unnecessary accumulation of waste paper, boxes, shavings, or any highly flammable
<br />materials, ar.d which is so situated as to endangor life or peoperty; or shall find
<br />obstructions to or on fire escapes, stairs, passageways, doors or windows, liable to
<br />interfere with the operations of the fire Department or egress of occupants in case
<br />of fire,~he shall order the same to be removed or remedied.
