ŤƐƍƋľŵƇƊƊľſƌƂľŨƍƗƁƃľţſƒƍƌľŎŗōŐŎōŐŎŏŔ <br />Pleasemakethisdocumentpartofthepublicrecordforthepublichearingheldon <br />September19,2016. <br />TheMayorsetup a publichearingostensiblyregarding“engagementprocesses”inthe <br />now-withdrawnSouthWillametteplan.However,that isnotanaccuratedescriptionof <br />thatpublichearing. <br />Buriedinthetextisthefollowingsentence:“Inaddition,sincethisprojectwasthefirstof <br />otherareaplanningeffortsthatwillbenecessarythroughoutthecommunitytomeetour <br />EnvisionEugene goals, I inviteallcommunitymemberstoprovideideasaboutfuture <br />engagementinneighborhoods.”Thatshouldmakeitclearthat,despitethevenue(SEHS <br />cafeteria)andthespecialemailaddress(southwillamette@ci.eugene.or.us),thismeetingis <br />aboutmorethanSouthWillamette. <br />In thistestimony, I willdrawonly from thethreeplansaffectingtheSouthWillamette <br />area:theSouthWillametteConceptPlan,theSouthWillametteSpecialAreaZoneplan, <br />andtheSouthWillametteStreetImprovementPlan.Lessonsthatcanbelearnedhereare <br />widelyapplicable. <br />TheMayorwroteabout“engagementprocesses”andotherCityinformationhastalked <br />about“communication”problems. I haveseennothingofthatmajorunderlyingproblem <br />towhichtheOregonConsensusreportgave a prominentposition:trust.Itshouldbe <br />obviousthatitdoesn’tmatterhowmuchcommunicationyouhaveifthecommunicating <br />partiesdon’ttrustoneanother.Andengagementbetweenpartiesthatdon’ttrustone <br />anotherwilllikelygonowhereorbecome hostile. <br />In thisdocument, I havedealtwithitemsthatinvolvecommunicationandengagement,but <br />thatdamagetrust. I havebackedupeverythingasthoroughlyaspossiblewithreferences <br />thatcanbechecked,and I havetriedtobeasclearaspossible.Thatmakesfor a longer <br />document,butreducestheamountofunverifiedopinion. I’m surethattherewillbe a lot <br />ofopinionsandsuggestions. I try tobackupmysuggestionswithverifiablefactsand <br />incidents. If youreadnothingelsehere,skiptothe Summaryattheendandreadthat. <br />Deception <br />, Lies, Exaggeration, Disingenuous statements,etc. <br />Thesehavenoplaceinstaffreports.Inthefirsttwocase I reporthere,intentto“change <br />thefacts”wasclearlypresentinone,andalmostcertainlyintheother.Thepublicis <br />unlikelytocatchthissortofthing.EventhePlanningCommissionandtheCityCouncil <br />caneasilybedeceived.Moredamagingtopublictrustare“borderline”cases,inwhich <br />intentisunlikelytobeinvolved,andisinanycasehard to determine.
