4.The South Willamette Metro Plan Designation maps (current and proposed) seem to be <br />“designed to deceive”. In the map for the Current Metro Plan Designation, the colors for <br />medium density and for high density, both a fairly dark orange color, are so close that they are <br />almost indistinguishable. The medium density color is <br />only slightly lighter than the higher density. (Colors so <br />similar to represent different segments violates what I was <br />taught as good rules for cartography by a former UO <br />professor of mine, Dr. Bill Loy.) So when you compare <br />th <br />orange colored areas of the two maps north of 24and <br />south of 29th, there doesn’t seem to be a lot of change. <br />Truth: There is a lot of change. The areas of medium density in the current Metro Plan are the <br />orange colored lots that are south of 29 th Avenue and also the lots north of 24 th Avenue on the <br />east side of Willamette Street. <br />Yet when you visually compare the current and proposed maps (looking at the areas where both <br />maps have the orange color), with nearly the same colors for medium and high density, it gives <br />the illusion that the change would be small for these orange colored areas. It is not. <br />Medium density usually is equated with R-2 city zoning, which limits buildings to 35 feet. High <br />density is either R-3 at 50 feet or R-4 at 120 feet. The difference between a medium and a high <br />density designation means that Cascade Manor could build a 90 foot building, instead of a mere <br />35 foot tall building.
