ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br />www.eugeneor.gov <br />ISSUESTATEMENT <br />Due to a June 30, 2016 term expiration, Advocacy Position 4 on the Toxics Board is currently vacant. <br />The City Council will consider the appointment of one member to this position on the Toxics Board. <br />BACKGROUND <br />The Eugene Toxics Right-to-Know Program was created and adopted by citizen initiative in November <br />1996, and is governed by Section 54 of the Eugene City Charter. It requires that businesses meeting <br />certain criteria report their hazardous substance use to the City, that the City make that information <br />public, and that hazardous substance users pay fees as necessary to operate the program. <br />The City Council appoints a board of seven people to oversee the program, provide policy direction, and <br />serve as an advisory board: three members are employed by or are agents of businesses required to <br />report; three members have a demonstrable record of advocating for the public’s right-to-know; and one <br />member is neutral. <br />The recruitment process to fill the vacancy of Advocacy Position 4 on the Toxics Board was included in <br />the City’s 2016 Boards, Committees and Commissions annual recruitment process, which, concluded on <br />April 8, 2016. However, no applications were received for this position. Therefore, a special recruitment <br />process was run to fill this position as soon as possible. As a result, the City received two applications <br />for this position. The Toxics Board conducted interviews on August 24, 2016 for which one of the <br />candidates did not show up. Based upon the information in his application and his responses to the <br />interview questions, the Toxics Board voted 4:1 (with one member voting in opposition) to recommend <br />that Jason Ormsby be appointed to Advocacy Position 4 on the Toxics Board. <br />RELATEDCITYPOLICIES <br />The Eugene Toxics Right-to-Know Program relates to the following Eugene City Council Goals and <br />Outcomes: Sustainable Development; and Effective, Accountable Municipal Government. <br />The Toxics Board provides policy direction on the Eugene Toxics Right-to-Know Program, and serves <br />as an advisory board to the City Council, working under the Eugene City Charter Section 54 <br />(Amendment IV). <br /> J:\\CMO\\2016 Council Agendas\\M160926\\S16092 <br />62C.docx <br /> <br />
