Discussion: While the review team understands that this is an attempt to be <br /> transparent, given the current climate where there are real or perceived <br /> instances of some police officers engaging in retaliation against persons who <br /> have filed complaints, this statement can be interpreted incorrectly. <br /> <br /> The EPD, as does any police department, has the right and obligation to check <br /> the wanted status of those with whom it comes in contact and would be <br /> remiss in not doing so. How this fact is communicated must be carefully <br /> weighed though, so that it does not discourage residents from working with <br /> the police to make the community safe. <br /> <br />Governance <br /> <br />The successful governance and management of a city operating with a council- <br />manager form of, government is based on a recognized partnership between the city <br />and the city manager. This partnership, established in the city charter, provides the <br />policy and managerial leadership framework for the local government. <br /> <br />Members of the city council are the elected representatives of the people of Eugene, <br />charged in the city charter with setting policy for the city. Committees, commissions, <br />and boards are established by the council to provide advice and guidance in <br />establishing city policy. The city manager is the chief administrative officer of the <br />city, responsible for implementing policy and managing the daily operations and <br />affairs of the city. If the city council provides clear and consistent leadership in <br />setting policy direction, and the city manager leads the implementation of that <br />policy, the result will be effective governmenL <br /> <br /> 22 <br /> <br /> <br />
