Recommendation No. 19: The role and involvement of Human Resource <br />Services in the recruitment and selection process needs to be clarified and <br />documented so that future turf battles and disagreements are avoided. <br /> <br />Discussion: The selection and hiring of all city personnel is the responsibility <br />of Human Resource Services, while the responsibility for management of <br />those hired rests with the police department. The quality and integrity of new <br />hires is a key factor in determining the future of the department. The police <br />department should be actively involved in making these decisions. Clearly, <br />support from Human Resource Services in administering the process is <br />essential, and Human Resource Services and the EPD should work together <br />to establish all recruitment and hiring goals. <br /> <br />Recommendation No. 20: The department has assigned its current role in the <br />hiring process to a captain. This police official should be designated to <br />oversee all recruitment and selection activities. There should be one high- <br />level manager to establish a work plan and ensure its activities are carried <br />out, and goals and objectives are met. <br /> <br />Discussion: This should be a long-term assignment and not rotated among <br />staff. Especially if the department enhances it recruitment effort and assumes <br />a greater role in the selection process, it will need a commander with the <br />expertise gained over time. <br /> <br />Recommendation No. 2'1: The passing score for the written exam for police <br />officer should be static and not adjusted from exam to exam. <br /> <br /> 35 <br /> <br /> <br />
