Discussion: Recognizing that there is some state-mandated training, <br />particularly at the recruit and in-service levels, training must still be based on <br />identified training needs that support the department's mission and <br />objectives. A training needs analysis will assist training staff in determining <br />what training should be received by students and why, how to determine the <br />training effects, and how to measure whether training is successful. <br /> <br />Advisory No. 2: Curricula must be developed by personnel trained in <br />curriculum development and be continually assessed for relevance. <br /> <br />Discussion: Curricula must be developed by those trained in taking training <br />needs analysis data and developing effective learning strategies. Attention <br />must be paid to the development of strategies that take into account the needs <br />of adult learners as well as the needs of the police department. <br /> <br />Advisory No. 3: Academy instructors at all levels must be certified, <br />particularly in the area of adult education. Instructors must be evaluated <br />based on validate criteria on at least a bi-annually basis. <br /> <br />Discussion: Being an effective practitioner does not guarantee that one will be <br />an effective facilitator of adult learning. It is important that instructors <br />understand the needs of adult learners and adult learning styles. <br /> <br />Advisory No. 4: All training, including roll-call, academy, and external, must <br />be recorded in secure personnel training files. <br /> <br />Discussion: Training records are key personnel records and as such must be <br />maintained and secured.
