Recommendation No. 40: The placement of the crime analysis function is <br /> sufficient, however, the EPD should continue to monitor the function to <br /> ensure a strong connection is fostered with patrol, where timely receipt of <br /> crime analysis information is also vital. <br /> <br /> Recommendation No. 41: The EPD should reorganize organizational <br /> responsibility for both the Internal Affairs (IA) and public information <br /> functions to directly report to the Office of the Chief. <br /> <br /> Discussion: Administrative connections to other divisions can be continued if <br /> need be, however, placement of both functions should leave no doubt they <br /> answer directly to the chief. IA most commonly reports directly to the chief, <br /> and this increases the objectivity and thoroughness of investigations. <br /> <br />Communication <br /> <br />Inter-departmental. Serious case investigations require a thorough and routine <br />exchange of information with the sheriff's department, the state police, federal <br />agencies, adjoining agencies, prosecutors, and others. The relationship with the <br />other criminal justice partners in the area is reported to be good, although this may <br />not have always been the case. <br /> <br />Intra-departmental. On a weekly basis, members of the command staff attend <br />meetings with the police chief. During these meetings, information is shared <br />regarding current and emerging issues of importance to the department, and <br />command staff are briefed on the status of open internal investigations. The latter is <br />to ensure that concerns about the investigation's progress are conveyed to <br />investigators in a timely manner.
