lieutenant is assigned to the operations support division as the commander of <br />vice/narcotics, K-9, traffic enforcement, program areas, and ad-hoc special teams. <br />There are no lieutenants in the investigations division. Rather, five investigative <br />sergeants answer directly to the division captain. The two sergeants in operations <br />support oversee professional standards and the training unit. The technical services <br />division is staffed, supervised, and managed solely by civilian personnel. Under the <br />direction of the division manager, a records manager and a communications <br />manager each oversee four and seven supervisors, respectively. <br /> <br />The chief of police is well regarded by the majority of the department according to <br />those interviewed by the review team. Most think he is doing a good job leading the <br />department through difficult situations and has an interest in doing things right. <br />However, there is a belief that the guidance and direction provided by the <br />department's other upper-level commanders is somewhat uneven. Some report that <br />in recent years there was no real commitment to progressive management. They <br />indicate there was a two-year vacuum while an interim chief was at the helm. <br /> <br />Managerial complacency was noted in the 2004 auditor's report on internal <br />investigations. A number of instances were cited in which managerial review of <br />completed investigations failed to raise obvious questions when conclusions were <br />incomplete or illogical. It should be noted that in response to the report, the police <br />chief has formally strengthened his expectation of supervisors and managers and <br />the degree to which they will be held accountable. When the completion, or the <br />managerial review, of internal investigations supports conclusions and decisions <br />contrary to the values of the police department, the matter will be treated a <br />performance issue and blatantly improper investigations and conclusions will result <br />in discipline~ <br /> <br /> 63 <br /> <br /> <br />
