618 Section 6. The polls shall be opened in each of said polling plates at eight o~clock in the morning and shall be kept open until eight otclock in the evening on said election day. Seetior. 7. The First named Judge of said election board as pro~aided for in this : ordinance shall be Chairman of the board of which he is a member, and the: ballots cast at -said election shalli~be counted, tabulated and returned to the City Recorder as provided by law. Section 8. The City Recorder is hereby authorized and directed to give notice of said election by publication in a ne~rspaper of general circulation in such corporation ~ ~ - and in such territory so proposed to be annexed, for the period of four weeks prior to such election, also by posting notices thereof in four public places within such t ~ corporation and four public places in the territory proposed to be annexed for a liloe period. Such notice shall distinctly state the proposition to be so submitted and shall ( designate especially the boundaries of the territory so proposed to be annexed and the -- -.- ~ electors shall be invited thereby to vote upon such proposition by placing upon their I ballots the words "For Annexation" or "Against Annexation". Section 9. The Judges and Clerks, before entering upon the discharge of their r duties at such election shall each take and subscribe before an officer authorized to adminster the same, an oath, that he will honestly and faithfully discharge his duties as such Judge or Clerk. In case of the absence or inability of any Judge or Clerk so appointed to act at such election, then the qualified electors present at the polls, before proceeding to vote, may choose an elector to act in his place fram among the j number, who whall duly gaalify as aforesaid before entering upon the .discharge of his duties as Judge or Clerk of such election. WI~REAS, it is desired to submit to the electors of the City of Eugene and the electors of Inavale-~'it~r Outlook a proposal for annexation, and ~ ; L'Y~1EP,EAS, the sanitary conditions, vrater supply and electric supply are inadequate and constitute a menace to the health and safety of the people of Inavale-City Outlook anemgrgency is therefore declared to exist and it is necessary for the immediate preservation of the peace, health and safety of the City of Eugene that this ordinance take effect immediately upon its passage and approval by the Mayor, and IT IS SO ORDERED.
