Amendment which has been proposed by <br />initiative petition, to-wi.t: <br />An Act to amend the L'harter of the City of Eu~'ene by adding a new chapter <br />thereto authorizing and empowering; the Common Counci_1 of the City of Eugene, <br />to levy in each gear for three consecutive years, commencing oath the 1948-49 <br />levy a two mill tax to provide for capital improvements including buildings, <br />equi~xnent and facilities in and on parks, recreational areas and playgrounds <br />within the City of Eugene, which lever sha7.1 be in excess of the 6 per cent <br />constitutional limitation upon the City's tax levy, <br />1 <br />and referring the same to the voters to be voted upon at the special election to be held on <br />the 21st day of RZa~,~, 19l~8, for the approval or rejection of the electors. <br />'~1HEREAS the following Charter Amendment to the Charter of the City of Eugene, Oregon, <br />has been proposed b~~ an initiative Petition according to the statutes of the State of <br />Oregon and the ordinances and Charter of the City of Eugene, and that said Initiative <br />Petition was duly signed bar more than 15% of the legal voters of the City of Eugene, com- <br />puted upon the total number of votes cast for the office of bla~~or at the last preceding <br />general election at vr~~~ich a r.Jayor vras elected: and <br />VIf-IEREAS said Initiative Petition has been d~xly filed with the C~.ty Necorder of the <br />City of Eugene; and <br />?"1HEREAS it is the desire of the Conr_aon Council that, said Charter Amendment be placed <br />upon the bal•lo~t to. be.'us~ed in said special election: <br />PJOVr, T~IEKFF2'~t~;, THE CITY OF EUGEPdE TXJES ORDAIPJ A.S FOLLO'.~: <br />Section 1. The Charter of the City of Eugene be, and the same is hereby, amended to <br />I <br />include the follovring Charter Amendment, to-vrit: <br />Section 1. The Common Council of the City of Eugene is hereby authorized and empowered <br />to levy in each year for three consecutive years commencing vri_th the 1948-49 <br />levy a two mill tax upon the dollar valuation upon alJ_ property, both real and <br />personal., within the Cit~~ of Eugene not exempt from taxation for the purpose of <br />providing funds for capital improvements including buildings, equipment and facil- <br />ities in and on parks, recreational areas and playgrounds within the City of Eugene. <br />Section 2. This levy shall be in addition to existing levies. <br />Section 3. The money realized by the levy herein, provided for. shall be deposited <br />and kept in the PARKS APID PLAYGROUND CAPITAL I~PROVt'.?,~TJT FUND. <br />Section 4. That said money shall be disbursed by the Common Council b;,~ warrants <br />.~~.._~ b~,- t,}~P-6emme~--6e~si~ e-~;., dravrn by the Council upon said Parks and <br />Playgrounds Capital Improvement Fund, said vrirrants to be signed. b~T the I~jayor and <br />City Recorder. <br />Section 5. This levy will be in addition to and in excess of the constitutional <br />6 per cent limitation upon the City's tax levy. <br />Section. 2.
