<br />An Ordinance prescribing official time for the City of Eugene, Oregon, and declaring
<br />an emergency.
<br />THE CITY OF EUGENE DOES ORDAIN AS bUI~OWS:
<br />Section 1. The Council finds that the major cities of the Pacific Coast states .have
<br />adopted as official time for the summer of the year 1918 Daylight Saving Time which pro-
<br />vides for moving clocks during said period of time forvrard one hour, and that in order to
<br />,i avoid confusion and bring such benefits as may be derived from Daylight Saving Time to the
<br />inhabitants of Eugene, it is desirable that the City of Eugene shall observe as its offi-I
<br />i
<br />; cial time for said summer period Daylight Saving Time in conformity with the action of
<br />I
<br />such other cities; naw, therefore, :Daylight Saving Time is hereby established for the per- I
<br />i
<br />iod and in the manner hereinafter prescribed as official time within the City of Eugene,
<br />Oregon, for the transaction of all City business, all legal or official proceedings of the
<br />I '
<br />City Council, and all official business of the City shall be regulated as to time in
<br />r
<br />accordance with the provisions thereof. ~~hen by reason of Charter, ordinance or resolu- ,;

<br />tion the a.ct of any municipal officer or body must be performed at or within a prescribed
<br />+ time, it shall be performed according to the official time as herein prescribed. ;~;

<br />Sec ti on 2. Daylight Saving Time, as herein prescribed, shall be effective from ll
<br />~i
<br />Midnight, May 31, 1918, until 2:00 a.m., September 26, 1918. Beginning at 12:00 Didnight
<br />'i
<br />on May 31, 1918, and continuing until 2:00 a.m., September 26, 19l~8, all clocks and
<br />' '.I
<br />chronometers shall be moved forward one hour so as to provide for carrying into effect ~~,
<br />~ '~I
<br />such change, and during all of such time, the official time shall be as marked and indi-
<br />I Gated by such change. From and after 2:00 a.m., September 26, 1918, the present Pacific I~
<br />Standard Time shall be restored. All clocks or chronometers in or upon public buildings ''

<br />or other premises maintained at the expense of or under permit by the City shall be set
<br />~ ~.
<br />and run according to official time as provided herein. It shall be the duty of the '~~

<br />officer or other person having control or charge of such building or buildings and pre- !~

<br />raises to see that said clocks or chronometers are set and run in accordance with such '~

<br />Section 3, Official time of the City of Eugene, Oregon, for the period from May 31,
<br />19l~8, to September 26, 1918, shall be designated as Daylight Saving Time in all official ;'

<br />use by officers and employees of the City of Eugene, Oregon.

<br />Section 14. All existing ordinances, orders, rules and regulations of the City of ~,~
<br />~ Eugene, Oregon, are hereby modified and made subject to the provisions of this orriinance ~~

<br />~ for the duration of the period herein prescribed for Daylight Saving Time. ;'

<br />Section 5. Inasmuch as this ordinance is necessary for the immediate preservation of '~
