:~~5 <br />In the follovri.ng list of Judges and Clerks, the first named shall be a Judge and <br />Chairman of the election board; the second named shall be a Judge, and the next three <br />shall be designated as first, second and third Clerks: <br />Section 6. The polls shall be opened in each of said pol]_ing places at eight o'clock <br />in the morning and shall be kept open until eight o'clock in ttie evening on said election <br />day . <br />Section 7. The First named Judge of said election board as provided for in this Ord- <br />1 <br />finance shall be Chairman of the board of wlich he is a member, and the ballots cast at <br />said election shall be counted, tabulated and returned to the City Recorder as provided <br />by law. <br />Section B. The City Recorder is hereby authorized and directed to, give notice of <br />said election bar publication in a newspaper of general circulation in such corporation and <br />in such territory so proposed +.,o be annexed once each week for the period of four weeks <br />prior to such election, also by posting notices thereof in four public places in the <br />territory proposed to be annexed for a like period. Such notice shall distinctly state <br />the proposition to be so submitted and shall designate especially the boundaries of the <br />territory so proposed to be annexed and the electors shall be invited thereby to vote <br />upon such proposition by placing upon their ballots the ,words 'For Annexation's or "Against <br />Annexation". <br />Section 9. The Judges and Clerks, before entering upon the disdharge of their duties <br />1 <br />at such election shall each take and subscribe before an officer authorized to administer <br />the same, an oath, a.nd he will honestly and faithfully discharge his dut~.es as such Judge <br />or Clerk. In case of the absence or inability of any Judge or Clerk so a ppoi nted to act <br />at such election, then the qualified electors present at the polls, before proceeding to <br />vote, may choose an elector to act in his pl~~ce fran among the number, vrho shall qualify <br />as aforesaid before entering upon the discharge of his duties as Judge or Clerk of such <br />election. <br />'WHEREAS, it is desired to submit to the electors of the City of Eugene and the elect- <br />ors of the area hereinbefore described a proposal for annexation, and <br />ti"J~lEREAS, the sanitary conditions, vrater supply and electric supply are inadequate and <br />1 <br />constitute a menace to the health and safety of the people of the area hereinbefore described, <br />an emergency is therefore declared to eyist and it is necessary for the immediate preserva- <br />tion of the peace, health and safety of the City of Eugene that this ordinance take effect <br />immediately upon its passage and approval by the I~dayor, and IT IS SO ORDI~;RED. <br />Passed by the Common Council <br />this 23rd day of >'lugust, 19l~8. <br />/s/ Henry F.
