That Section XX of Ordinance No. 9188, which was passed by the Common Council of i the City of Eugene on June 28, 1948, and approved by the Mayor of the City of Eugene on the 29th day of June, 1948, be, snd that the same is hereby amended to read as follovrs, to-wit: SEC TIOPd XX RI. All matters requiring determination of policy 1 take the usual procedure of first being submitted to the City WHEREAS, various citizens of the City of Eugene are being~.dversely affected by the en- forcement of Ordinance P1o. 9188, as the same is now drawn, an emergency is therefore declared to exist, and it is declared to be necessary for the immediate preservation of the peace, health and safety of the City of Eugene that this Ordinance take effect upon its passage by the Common Council and its approval by the mayor, and it is so ordered.
