V'J~IEREAS; the enlargement and e:~tension of the said City's electrical and <br />tivater utilities are eminently necessary for the immediate .preservation of the x~eace, health, <br />and safety of tiie citizens of the said City of Eugene, <br />THEREFORE, An emergency is hereby declared to e~:ist, and it is hereby declared <br />to be necessary for the immediate preservation of the peace, health and safety of the City <br />of Eugene that this Ord.i.nance shall take effect immediately upon its passa~,*e by the Common <br />Council and approval by the Mayor. <br />Passed b?r the Common Council <br />this lOtki da;l of January, 1919 <br />/s/ Henry F.
