Conclusion <br />Theresultsofouroutreachindicatethatthereisgeneralsupportforhigherdensityhousing <br />downtown.Therearepartsofthecommunitythatareneutralorsupportiveofdevelopment <br />incentivesassociatedwiththisstrategy,aswellasasmallbutvocalcohortthatarenot <br />suchasaboutsafetydowntownand <br />supportiveofdevelopmentincentives.Otherconcerns, <br />overcrowding,werealsostated. <br />Theresultsalsoindicatethatthereisgeneralsupportforthekeycorridorsstrategy.Whilethe <br />conceptofhigherdensityalongcorridorsiswidelysupported,itshouldbenotedthatgiven <br />currentmarketconditions,subsidiesorincentiveswouldneedtobeintroducedintheseareas <br />inordertoaddressourhousingneeds.Developmentincentivesfacesignificantcommunity <br />opposition,anditwouldtaketimefortheCitytodesignandimplementtheminadditional <br />areasofthecommunity.SeeAttachment2formoreinformationabouthowthisstrategycould <br />beimplemented. <br />WhiletherewasnosignificantdifferenceofsupportforMediumDensityResidentialOptionA <br />orOptionB,OptionBismoreflexibleandhasslightlymoresupport.Thereisahighdegreeof <br />supportforexemptingsmallerinfilllotsfromeitherofthesenewstandards. <br />Communityinputalsoresultedinalistofotherstrategiestoconsidertoaccommodatemulti <br />familyhousing.Someofthemostcommonlysuggestedstrategiesareincludedonthetieredlist <br />ofmultifamilyhousingoptionspreviouslyprovidedtoCouncilJuly20,2015.Commentson <br />thosethatcouldimpactthemultifamilyhousingdeficitarediscussedinthisreport. <br />Someofthesuggestionsweredirectedathowhousingdevelops(e.g.affordabilityandbuilding <br />design)withoutaclearrelationshiptosolvingourmultifamilyhousingneed.Community <br />membersindicatedconcernwithpotentialimpactsfrominfilldevelopmentthatwouldoccurat <br />increaseddensitiesunderOptionAorB.Ineitherscenariothereareconcernsaboutadding <br />morehousingtoestablishedneighborhoodsorrezoningsinglefamilyareas(despitethefact <br />thatOptionsAandBdonotrezonesinglefamilyareas).Wealsoheardconcernsabout <br />increaseddensity(buildingdesignandoffsiteimpacts),andconcernsabouttherolesofcity <br />staff,neighborhoodresidents,andcitywideboardsandcommissions,inadditiontoconcerns <br />aboutequitable,fairplanningprocesses. <br />Fromourworkreachingouttounderrepresentedmembersofthecommunity,welearnedthat <br />peopleareinterestedinwhatthecityisdoing,andarehappytobeaskedfortheiropinions. <br />Providingmoreinformationupfrontcouldincreasetheamountofinputreceivedandreduce <br />uncertaintyandmisunderstanding.Focusgroupswithabroadrangeofpeopleaheadofa <br />questionnaireorinputopportunitycouldbeagoodwaytoincreasetheinputandprovide <br />learningopportunitiesaboutcityprojects.Finally,followingupwithfolksaboutwhywedo <br />planning,whatwearetryingtoachieveandhowtheirinputisbeingusedishelpfulevenif <br />peopledisagreewiththeoutcome. <br />5|Page <br /> <br />
