That the Common Council of the City of Eugene, Lane county, Orego~, does hereby ~eclare its intention to improve Gfand Street from Railroad Boulevard to Cheshi re S -rest in the ity of Eugene, Oregon, b;.T installation of integral: curb concrete paving, or asphaltic concrete paving with combination .curb and gutter and 'grading and drainage thereof, and making such other and further improvements in connection therewith as may be necessary and proper to a properly paved street all in accordance with the plans and specifica- tions to be :prepared by the city engineer as hereinafter specified. Section 4. WHEREAS, the improvement contemplated and provided for by this ordinance, is a necessary improvement, and the streets to be improved are in such a condition that their immediate improvement is essential to their safety, it is, therefore, declared that an emergency exists and that it is necessary for the immediate preservation of the public peace, health and safety, that this ordinance take effect at once, and it is ordered that this act shall take effect immediately upon its passage by the Council and approval by the Mayor.
