Eugene City Council Retreat <br />February 25-26, 2005 <br /> <br /> + · <br />Balance budget with some reserves Unfunded O&M in several areas - street <br /> maintenance, parks, recreation, etc. <br />Staff has done well on finding operational Pavement preservation <br />efficiencies in many areas <br />Has used new and creative ways for Street preservation funds still inadequate <br />funding sources <br />People who can need to be willing to pay Limited resources <br />for services <br />A little progress regarding road City doesn't live within it's means - always <br />maintenance revenue seeking revenue growth - priorities are <br /> skewed <br /> Very substantial imbalance between <br /> available resources and service demands <br /> Concern that the tax and fee well is not <br /> bottomless <br /> We keep postponing the inevitable talk of <br /> tax reform or big cuts <br /> Failure to find new sources of revenue <br /> Limited progress on a long term alternative <br /> funding source <br /> Unable to develop long-term ongoing and <br /> stable funding sources <br /> <br />Next Steps <br /> <br /> · Solicit statements from Council for vision statement (inspirational ideas) <br /> · Consider and be prepared to discuss triple filter concept <br /> · Kitty, Andrea, Jennifer & Chris will come back at a process session with new <br /> ideas to consider <br /> · Need agreement on how organization will use/apply the vision <br /> · Outcome focus and measurement <br /> <br />Issues and Priorities <br /> <br />Each member of the governing body identified the priority issues they wished the <br />governing body to consider as priority issues for the coming year. After all ideas were <br />generated, there was an opportunity to take certain items off the table by placing a "veto" <br />dot on the item - any item that received three or more "no's" was removed from <br />consideration in the ensuing priority discussion <br /> <br />The complete list of all items generated is provided at the end of this document as <br />Attachment A. <br /> <br />Management Partners,/nc. 8 <br /> <br /> <br />
