That the Common Council of the City of Eugene, Lane county, Oregon, does hereby declare its intention to improve 22nd Avenue from University Street to l~arris Street ir_ the C1.ty of Eugene, Oregon by instal_la,tion cf integral curb a.:-ncrete Having, or asphaltid concrete ~avinu ti^rith comri nation azzrb and g utter, and grading and dry inane thereof, and making such other and further improvements in connection therewith as may be necessary and proper to a properly Waved street all in accordance with the plans and specifica- tions to be prepared by the city engineer as hereinafter specified. Section 2. Section 3. That the city engineer is hereby directed to make and prepare plans and specifications for the said improvement as provided in Section One of this Ordinance and file the same with the City Recorder. Section 4. WIiEREAS, the improvement contemplated and provided for by this ordinance, is a necessary improvement, and the streets to be improved are in such a condition that .their immediate improvement is essential to their safety, it is, therefore, declared that an emergency exists and that it is necessary for the immediate preservation of the public peace, health and safety, that this ordinance take effect at once, and it is ordered that this act shall take effect, immediately upon its passage by the Council and approval by the Mayor.
