Eugene City Council <br />Harris Hail, 125 East 81h Avenue <br />Eugene, Oregon 97401 <br />October 12, 2016 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling via phone, <br />Mike Clark, Greg Evans via phone, Claire Syrett via phone, Chris Pryor <br />Mayor Piercy opened the October 12, 2016, meeting of the Eugene City Council. <br />1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(e) <br />The City Council met in executive session pursuant to ORS 192.660(2)(e). <br />2. WORK SESSION City Hall Update <br />Design and Construction Manager Mike Penwell led the council in a discussion on rebid <br />options on low-cost reductions, simplification of south facade, and the mechanical system. <br />Council discussion: <br />• Do not want to reduce energy efficiency and subvert City's energy goals. <br />• Better options may be available that aren't currently begin explored. <br />• Keeping all options on the table makes sense. <br />• Prioritizing short-term costs over long term costs is unwise. <br />• Request made for a drawing showing building without the second skin. <br />• Not having updated AV seems counterproductive; not using cedar would be a mistake. <br />• This process isn't eliminating options but keeps them viable. <br />• Each option needs to be a smart choice over the long-term. <br />• Shouldn't alter proposed mechanical system; keep it energy efficient. <br />• Reconsider EWEB site; schedule a tour of the facility. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Taylor, moved to direct <br />the City Manager to continue with work on a rebuild option that includes the low- and no - <br />cost reduction items presented at the work session and continue to work on a rebuild option <br />to explore simplification of the south facade including elimination of the double skin.. <br />PASSED 6:1, Councilor Clark opposed, Councilor Evans absent. <br />The meeting adjourned at 1:07p.m. <br />Petfulysubmitted, <br />kett <br />Deputy City Recorder <br />MINUTES — Eugene City Council October 12, 2016 Page 1 <br />Work Session <br />
