Joint Meeting of Eugene City Council and <br />Lane County Board of Commissioners <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />October 19, 2016 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, Mike Clark, Greg Evans, <br />Claire Syrett via phone, Chris Pryor <br />Councilors Absent: George Poling <br />Mayor Piercy opened the October 19, 2016, meeting of the Eugene City Council. <br />1. WORK SESSION: Report/Update on Joint Task Force on Coordinated Downtown Development <br />Council discussion: <br />• Support expressed for Option C 1. <br />• Important to identify where parking would go in these scenarios, to address both <br />public and employee needs. <br />• Cost is major factor in any decision about scenarios; important to provide that <br />information up front. <br />• Important for city offices to be connected (e.g. sky bridge); benefit for public. <br />• Further discussion needed on whether trade would include the old courthouse. <br />• Idea of locating city offices in the PSB should be explored further <br />• Location of Farmers Market is a priority consideration in this discussion. <br />• Cost on refurbishing the courthouse needs to be explored. <br />• Suggest looking at values on a priority scale and assigning them to each scenario. <br />2. Public Comment <br />1. Angela Norman — Supported keeping Farmers Market at 8th and Oak location. <br />2. Linda Perrine — Supported keeping Farmers Market at 8th and Oak location. <br />3. Lonnie McCulloch — Opposed to use of Butterfly Lot; government will lose credibility. <br />4. Jan Smith — Supported more funding for homeless efforts, not City Hall. <br />5. Mike McFadden — Supported keeping Farmers Market at 8th and Oak location. <br />6. Bob Cassidy — Supported using the entire block for the County development. <br />7.
